Indian casinos are at the heart of the issue. In 2012, Indian casinos brought in $28.13 billion, representing 43 percent of all U.S. Casino gaming revenue for that year. Indian casinos are always located on reservation land. The land often belonged to the tribe for generations. In some instances, Native Americans put the land into a trust and asked for the U.S. Department of Interior to declare the land sovereign to a tribe. The truth is that the Native Americans were here first and Indian Reservations were set up to give them a piece of land, while the settlers set up new rules and laws and took over the land. Some of the new laws had prohibited the Native Americans from hunting and continuing life in the manner they were accustomed to. Besides hunting, many of the early settlers were setting up new plans to convert the Native Americans to Christianity. However, without the ability to hunt and gather food, as they were accustomed to, many of the Native Americans became bitter as they were forced off their lands and told to become farmers. Many of the early Indian Reservations were resistant to farming and some of the Native Americans faced starvation.

Unfortunately, it has been estimated that some of the Indian Reservations are home to the country’s poorest citizens. This is a tragedy that has occurred in the fabric of our country. Many Indian Reservations have built up a prosperous economic system for themselves through legal gambling and casinos.

From an moral standpoint the IGRA was created to keep in check the ethics of gambling in casinos but we find that the IGRA does not create the greatest amount of utility for tribes, but restricts their rights and gives an unfair advantage to state government. The IGRA is unethical in regards to tribes operating casinos on reservations.Since the settlement of America, Native Americans have received the short end of the stick. Settlers continuously encroached upon Native American land, completely disregarding the fact the Indians were there first. After years of displacing the Indians and fighting with them, the government allotted reservations for the Indians to call their own. Now that tribes have been finally given a chance at economic development, many reservations have taken advantage of casinos to provide a better life for tribal members. Moral issues have been brought up, from government to non Native Americans. Even tribal members argue the moral issues. 'People who are fighting this are fighting it for a variety of reasons. It's just how it would change the whole community, the flavor. Having a 24-7 bright-lights, honky-tonk feel, it's just not what people want.' Says Susie Dewberry, a Suislaw tribal member.
